Revoke Zugabot Connection

Revoke the Zugabot feed: clear the consent stamp, then REQUEST hard-deletion of the already-ingested Spiritus slice (actioned by Zugabot's purge consumer). Idempotent.

Consent is the user-facing source of truth: we clear (and commit) the stamp first so the export endpoint 403s immediately. The purge runs after; if it fails we still return success (consent IS off) and rely on the durable purge retry (Task B8) — we never leave consent ON because the purge failed.
