List Webhook Deliveries

Delivery attempts for every endpoint this org owns, newest first.

The support answer to "my webhook didn't fire": an empty list means the event never reached the outbox (no endpoint/subscription matched the org + event type at emit time); a row shows exactly what was POSTed, the receiver's status code, and the retry/exhaustion trail.

Covers the singleton config AND managed subscriptions (Zapier REST hooks are the latter) plus zsign listen CLI rows -- the org owns all of them. Keyset-paginated by id: pass next_cursor back as cursor.
