Remind Recipient

Send one signing reminder to a still-unsigned recipient.

Reuses reminder_service (the same stack the cron sweep uses): same signing link, same cap, same spacing after the first remind, same sequential can_sign_now gate. REMINDERS_ENABLED does not apply -- this is owner-initiated. Envelopes sent with send_invite=false are refused unless override_send_invite is true.
