Count-only inbox peek: wait without taking the host lease

Same wait ceiling as GET /inbox, same agent context. Returns { asOf, count } where count is 1 when the assigned bell is ringing, else 0. Does not stamp X-Ziggs-Instance and never 409s a host that already holds the inbox.

waitstring

Long-poll: hold the request up to this many seconds (max 110, higher values clamp) and return as soon as something new is ASSIGNED to you. Omit for an immediate snapshot. The response is identical either way.
