Submit Claim

Generate forms and submit a VA claim to Benefits Intake.

Request body: claim_data: dict — merged extraction data veteran_intake: dict — D2C intake data

Returns the submission record with VA submission ID for tracking.

Requires a prior reviewer approval (POST /va/review/{claim_id}/approve): Benefits Intake submissions cannot be recalled outside the sandbox.

Once only: under a lock on the submission row the approval is checked and the record moves to generating before anything is sent, so a second click (another tab, another instance) finds it in flight and gets 409.
