Bulk Intake

Create multiple intake claims in a single API call.

Each item creates a new claim with minimal info (like quick-capture but without phone reconnection logic). Optionally enqueues background scoring.

Returns immediately with claim IDs. If webhook_url is provided, a POST is sent when all background scoring completes.
