Get the SSI filing packet — financial summary, phone script, checklist.

Used by representatives to file SSI by phone, or by claimants preparing for an in-person field office visit. The phone script's SSN answer is masked unless include_full_ssn passes the full-SSN gate (forms/ssn_export.py).
