Get Effective Brand

Return merged brand for auth user's active org.

Merges brands.yaml preset + Organization.settings.brand overrides. Used by PDF renderers, email templates, and share links.

Server-rendered on every page (BrandingProvider, app/icon.tsx; row 277, kept as a plain read). The settings page reads org.branding.get@1 (web-caps slice 14): the same answer (orgadmin/branding.effective_brand), both with logo_url/favicon_url signed links.
