Get LinkedIn safety status

Transport: call this endpoint with HTTP GET and query parameters. Check current LinkedIn safety status: rate limits, daily caps, circuit breaker state, pause status, and recent safety events. weeklyUsage is LinkedIn-only (no send_email row); email uses mailbox caps, not LinkedIn weekly quotas.
