Get scanner settings

Retrieve scanner settings for a specific scope. A scope is defined by organizationId (org-wide defaults), repositoryId (repo-specific overrides), or both with a partitionPath (monorepo app-specific overrides). Returns both the saved settings for that scope and the effective (resolved) settings that account for inheritance from parent scopes. Settings include: PR scanning toggle, full scan cron schedule, scan modules (SAST, SCA, Secrets, IAC, EOL), confidence thresholds, auto-patching, and file ignore patterns. On-premises responses may include a saved or effective allowDeepSeekModels value for backward-compatible inspection even though that setting cannot be changed there.
