Get SCA resolution coverage

Return per-ecosystem dependency-resolution coverage for your repositories: for each repository's latest SCA scan, how many manifests were discovered versus fully resolved, broken down by ecosystem. repositoriesInScope versus the returned repositories lets you tell measured from never-measured (a repo absent from the list was not measured, and must not be assumed fully covered). Use this to quantify dependency coverage and spot repositories or ecosystems with gaps.
