Enable container image monitoring

Enable recurring monitoring on a container image by setting a cron schedule. The monitoring scheduler re-scans the image on that schedule. Validates the crontab before persisting it.

Cron expression for recurring re-scans, e.g. "0 0 * * 1" for every Monday.
