Api V2 Forecast Available-Dates Get

Distinct forecast dates for the /forecast landing page's date picker.

Mirrors the /api/replay/sessions contract: newest-first list with per-date metadata (regime, verdict pills) so cards can render without a second fetch. Returns {symbol, count, dates: []} — empty dates when the writer has never fired for that symbol.
