Internal Mark Notification

Mark a queued notification row as sent or failed.

Body: id: BIGINT, the tw_notifications_log row id. status: 'sent' | 'failed'. error: optional string; recorded on failure so an operator can inspect why (bad recipient, Resend rate-limit, transient 5xx, etc.).
