Phone-number stock available event

Fired by the stock sweep (every 6h) the first time a country you watch via POST /v1/phone-numbers/stock-watches has deliverable numbers again. The watch is consumed, so the event fires once per watch; the stock counts are a snapshot and numbers are sold first come, first served. Buy with POST /v1/phone-numbers/purchase.
