List ready-made ad rules

Common rules to start from: stop losers, scale winners, pause ads with no conversions, creative fatigue and spend spike alerts.

Each template is a complete rule body. Add name, accountId and adAccountId, adjust the thresholds to the ad account, and send it to POST /v1/ads/rules. Amounts are in the ad account currency. platforms lists the networks a template works on, or is null for all of them.
