Create Api Key

Mint a key for the caller. Returns the secret once.

company_id set → company-scoped (the caller must be a member; admins may pick any existing company); None → full-access (the caller's full account access).

expires_at is optional and defaults to never. A key past its expiry is refused with a message that says so — distinct from a revoked one, because the remedies differ: mint a new one, versus somebody deliberately killed this one.
