Extract Bank Account

Extract the IBAN(s) from an uploaded bank statement via doculyse (eligible).

Stateless and DB-free: reads the upload and runs doculyse pinned to the bank-statement extractor, returning the IBAN(s) + currency/holder for the wizard to pre-fill (and feed to propose-bank-mapping). An unrecognized document returns an empty accounts list with a warning (the user can still type the IBAN). 413 when the file exceeds the upload cap or the analyzer's own (lower) one; 503 when doculyse is unreachable. Rate-limited per user (LLM call).
