Create Gl Vat Code

Create a VAT code by hand.

Usually unnecessary: activating a declared rate (PATCH .../accounting/vat-rates/{id} with active=true) materialises the matching code itself, linked to that rate. Reach for this endpoint only for a code the rate catalog does not derive — an unlinked code (company_vat_rate_id=null) is not usable by the AI coder.

A code that already exists for the company is refused by name; it does not overwrite the existing row.
