Queue an action for the desktop app

The desktop app polls this queue. payload.profile_url is required for connect and message; payload.message is required for message. A suppressed contact is refused with 409. Two distinct 429s exist: the per-minute rate limit (Retry-After: 60) and the account's daily action cap (Retry-After: 3600). payload.message on a connect task is the connection note. A connect or message task is handed to the desktop app only inside the account's business hours (the hours of your campaign on that LinkedIn account, else 08:00-18:00 London time, Monday to Friday); outside them it stays pending. On a free or unconfirmed LinkedIn plan the connection request is sent without a note, and the task result carries note_dropped: true with note_dropped_reason: "free_or_unconfirmed_plan".
