ACP delegated payment credentials, which this server does not implement

The same negotiation as /checkout_sessions, for the endpoint that would take a scoped payment credential from a buyer's agent. There is nothing to delegate to: YouSpot charges a person through Stripe, and no agent-initiated rail exists yet.
