Resume a campaign

Resume a paused campaign, transitioning it from PAUSED to RUNNING.

Only campaigns in PAUSED status can be resumed. For human-only strategies,
at least one operator must be online when resuming.

Returns the campaign ID and new status on success.

Authentication:
- API key with READ_WRITE permission AND the outbound-call entitlement
  (resuming a campaign places more outbound calls)
post/campaigns/{campaign_id}/resume
