Update transfer_to_mobile_operator tool configuration

Update configuration for the transfer_to_mobile_operator tool.

Allows you to configure:
- Enable/disable the tool
- Operator availability hours
- Enabled departments (which departments can receive transfers)

Schedule format for available_hours:

```

Note: This tool is mutually exclusive with transfer_to_phone.
Attempting to enable this while transfer_to_phone is enabled will fail.

Authentication:
- API key with READ_WRITE permission
