Resolve a task to a dashboard deep link

Required scopes: tasks:read

Returns { web_url, route, mode } for the supplied tsk_… id. Mode-partitioned: a live token requesting a test-mode task receives 404 not_found (never 403) to avoid leaking cross-partition existence. If the underlying resource the task references has been deleted, the response is 410 resource_gone. Survey and reviewer_evaluation tasks return URLs ending in ?token=auth; the private survey-completion token is never included in the response.
