List interview plan drafts

Required scopes: interview_plans:read

Read-only. Returns in-progress builder drafts in the token organization, newest first, partitioned by the token live/test mode. Drafts are organization-scoped and are deliberately NOT department-scoped: they carry no department, so every reader in the organization sees all of them. Pass job_id to return only the drafts seeded from one Source Job.
