Dynamic client registration

RFC 7591 subset for public clients. redirect_uris is required and must be non-empty. Each URI is https, or http on localhost / 127.0.0.1, with no userinfo and no fragment. token_endpoint_auth_method must be omitted or none. No client secret is issued. The same handler is mounted at /en/oauth/register and /zh-cn/oauth/register. Rate-limited per IP (429 rate_limited). Errors are OAuth JSON, not problem+json.
