Get Plan

Return the effective plan + caps for the user's active org.

The plan is the org's (its owner's) — pass org_id for the active org, else the caller's default org. This picks up the internal-domain agency override + org membership, so a member of an agency org gets the agency plan.

Auth: personal API key → user from key; or shared AGENT_API_KEY + ?email=.
