Return recent CWV metrics for a site.

Optionally filter by page URL and/or device. include_diagnostics=false drops the Lighthouse blob (screenshot, filmstrip, audits — 600-700 KB per row): the MCP tools pass it, because technical_health on a 3-row site came back as 478 KB and the concise shaper had to omit the whole CWV section (2026-09-26). The dashboard keeps the default.
