List Scans

List visibility scans, newest first, optionally scoped to one site.

site_id is filtered here rather than by the caller: the column is indexed (ix_visibility_scans_site_created) and LIMIT is applied in SQL, so filtering after the fact would return the newest N scans across every site and then discard most of them.
