Run Rank Checks Ep

Run the due rank checks (scheduler and local runner both call this).

Defaults to dry_run so a stray call costs nothing: it reports what it WOULD check and why it skips the rest. force ignores the cadence and plan gates for one named site — for a support request, not for a sweep.
