Issue Trace Grant Route

Mint a short-lived signed grant the browser presents to the deployment's agent for trace viewing (hybrid §4.4).

Human members only (get_current_user rejects machine keys; get_current_org enforces live membership, org status, and token revocation). Requires the CP to be reachable by design — access to prompt data stays live-revocable, so trace viewing stops during a partition while dashboards keep working.
