Join a price-0 plan without a payment (quota_token_v1 6-6)

키의 정식 환경 스코프는 감사 행을 소비자 워커가 따라 맞추지만, 가입 직후 고객이 바로 정식 환경을 부를 수 있게 커밋 뒤 한 번 바로 맞춘다. 그 호출이 실패해도 가입은 유지되고 워커가 다시 맞춘다.
