Poll a watch's event log (bearer-authed)

Two append-only streams: events (endpoint changes) and watch_events (lifecycle feedback). Auth: Authorization: Bearer <secret>. Page with since = next_cursor and watch_since = watch_events_cursor; nothing is lost between polls.
