Broadcast an operator message to assigned resources

Sends a message body to every resource assigned to the job. Returns one record per recipient. A job with no assigned resources (or one not visible to the caller) returns an empty array.

Unique per write, 1-256 printable ASCII characters. Retrying with the same key and the same request replays the original response for 24 hours. See Idempotency.
