List Initiative Updates

Returns the chronological history of status updates for an Initiative, oldest first.

Each update captures the status, optional progress, optional comment, and the author.

progress is normalised to 0–1 (matching GET /initiatives/{id}) and is nullable — null when no explicit value was set or progress tracking is disabled on the Initiative.

Ordering: Results are returned created_at ASC (oldest → newest).

No pagination: All updates are returned in a single response.
