Change log of provider data, newest first

Without since/after_id: the latest limit changes. With a cursor: the oldest limit changes strictly after (since, after_id), newest first within the page; repeat with since=next_since&after_id=next_after_id while has_more is true. Poll with a small overlap and de-duplicate on id.

Tie-breaker for changes at exactly since (pass next_after_id). Alone, only changes with a larger id.

Provider slug (retired providers keep their history).

changed_at of the newest change returned (or the since you sent). Pass as since.

id of the newest change returned (or the after_id you sent). Pass as after_id.
