Manually resend a dead-lettered delivery

Immediately re-attempts delivery of a dead_letter delivery, bypassing the normal exponential-backoff schedule. Delivers the ORIGINAL historical payload — if the underlying meeting has since been deleted, the resend still sends the payload as it existed at the time the event originally fired. Only dead_letter deliveries are eligible.
