Promote Toolkit
Promotes a user-owned toolkit to an organization-level toolkit, making it available for assignment to groups.
This moves the toolkit; it does not copy it. The user-level toolkit is removed from its owner's list and exists afterwards only at the organization level, under its new slug. The owner does not call this endpoint and is not consulted: an administrator promoting a toolkit takes it out of that user's account. Tell the owner before you do.
There is no un-promote operation. Restoring a toolkit to its owner means recreating it through the User API.

The slug of the user toolkit to promote. This is the namespaced slug the User API returned at creation (owner@example.com:my-toolkit), not the bare slug that was requested.
