Delete Blocklist Entry

Remove a blocklist row.

Use case: a reviewer marked a session as fraud (auto-blocking the document/device hashes), but later determined the rejection was a false positive. Removing the row unblocks future verifications that match the hashes.

Emits identity.unblocked when block_type='identity' so customers can mirror the decision in downstream systems.
