Delete Organization

Soft-delete an organization. The caller must authenticate with the organization's service-account key. Fails with 409 if any projects exist in the organization or if any org-level connections are active — those must be cleaned up first. As part of the cascade, every active org-scoped API key (including the service-account key itself) is revoked.
