Get the participant's commitment for the session (AC

Returns the active commitment row for the caller's (session, participant) pair, or an empty string when none exists. Reads through session_participant_commitments — the same table the coach uses on the MED-794 post-session screen — so the E3.4 view sees the commitment regardless of authorship.
