List Tella Motion effects

Returns the effect kinds the addEffect command puts on a node's stack, each with its parameters' names, types, ranges, units and defaults, and its presets by name. kind returns one effect with its presets' values, and kind with preset one preset's.

One effect kind: the response is effect, with each preset's values where they differ from the kind's defaults.

Without kind: each effect kind (blurs, glows, shadows, colour grading, keying, distortion, wipes, path effects, echo, repeater) with its parameters' names, types, ranges, units and defaults, its presets by name and description, and presetsKeep, the parameters a preset leaves as they are.
