List Tcn Agents

List agents from the TCN org for mapping to Whispa users.

Uses the legacy org user-agents endpoint, which works with the manager PAT. Returns tcn_user_id + name + email so the UI can pre-fill the mapping and auto-suggest links by matching email to a Whispa account.
