Contract (enforced by the service that constructs this, not by the schema): costs.keys() == set(requested workload ids). Every requested id appears in the response exactly once, either as Available or Unavailable. The service layer is responsible for upholding this; the wire shape is intentionally permissive so it doesn't add runtime cost on every serialization.
