Rotate all Union OAuth apps for an organization

Rotate the OAuth app for every Union project provisioned for an org.

This endpoint is for superusers only. Each rotation deletes and recreates the project's Union OAuth app, stores the new client secret in AWS Secrets Manager, and updates the corresponding union metadata. The response maps each project name to whether its rotation succeeded.
