Put back a page that reports hid (#1345)

The explicit half of the recovery story. The other half is automatic: dismissing the reports drops them out of the count the hiding is derived from and the content comes back on its own. There is no matching hide route -- hiding is only ever the automatic reaction to distinct reporters.
