Send a new user event

Required: event_name, event_value, quiz_id. For the event to be counted in Analytics (funnels, conversion), send the numeric quiz ID in quiz_id. The legacy quiz field is deprecated and ignored. The event is attached to the user's latest visit unless user_visit_id is passed (see /user/user_visit).
