Stores the JPEG the stage editor captured for a chapter and returns the scene with its new `thumbnailPath` (WE-3220).

Fixed RequestSizeLimit rather than ConfigurableRequestSizeLimit: the configurable limits are per-environment settings and the base value of Small is 0. A 480px JPEG is tens of KB; the validator caps the file at 1 MiB and this caps the multipart body at 2 MiB.
