List the toilets in a map area

Use this to fill a map: all toilets in a box, the ones nearest to its centre first. Use /api/v1/toilets/nearest to find the toilet nearest to a person. A map asks for a new box after each move, so this endpoint has its own limit of 300 requests per minute per IP.
