Message status event

Sent to the webhook URL of a message when it is sent, fails, is cancelled or expires. Respond with any 2xx; on a timeout (10 s), an unreachable endpoint, 429 or 5xx it is retried after 30 s, 1 min and 2 min. Only public addresses are called.
